The national program for the promotion of English as a language of international communication in Ukraine was established on the initiative of the President of Ukraine. The implementation of the program is coordinated by the Ministry of Digital Transformation of Ukraine in cooperation with the Ministry of Education and Science of Ukraine and the Ministry of Culture and Information Policy of Ukraine.

The language program is implemented according to the principle of lifelong learning — education throughout life, available to all Ukrainians.

Volodymyr Zelenskyi

Every component of the Ukrainian educational system ought to be well-considered, with consideration given to all points of view at every level of the process. English is now used in international business, international science, and international cooperation. In order to promote Ukrainian interests globally and provide our people with global possibilities, Ukraine, which aspires to be a powerful member of the international community, needs a high level of English proficiency.

Denys Shmyhal

The government is launching an English language learning program. This national program offers an individual approach and open access to educational resources. The President of Ukraine has submitted a bill to the Parliament to officially establish English as the language of international communication in Ukraine. Ukrainians who speak English have significant advantages in the labor market.

Mykhailo Fedorov

56% of Ukrainians want to improve their foreign language skills. The Future Perfect program will be one of the drivers of change along this path: so that Ukrainians can speak a common language with the world, exchange experiences and share innovative ideas.

Oksen Lisovyi

Currently, 49% of Ukrainians surveyed have no knowledge of English language skills. This means that about half of the population is missing out on additional opportunities that could be used both for personal development and for the development of the country. This gap can be filled primarily through changes in education. Therefore, at the government level, we will promote the study of English at all levels of education and at all ages, starting with pre-school children.

Rostyslav Karandieiev

The functioning of English as a language of international communication in Ukraine must be regulated at the state level. Therefore, the MCIP, in cooperation with other departments, has developed a draft law that will expand the scope of English and create conditions for its mastery. At the same time, the adoption of this law will strengthen our cultural diplomacy, help promote Ukraine in the world, and create opportunities for the creative development of our artists.

Valeriia Ionan

Human capital development is one of the key priorities of the Ministry of Digital Transformation of Ukraine. Getting an international education, entering the international job market, participating in global projects – all this is possible if you know the language of international communication. The Future Perfect program will allow us to speak the same language as the world, understand each other, share experiences and gain knowledge.

Theodora Dell, USAID/Ukraine Acting Mission Director

The aspirations of the Ukrainian people are clear: they want to integrate further into Europe, revitalize their economy, build back better than before, and implement critical reforms. Increasing the understanding and use of the English language is vital to achieving these priorities.

Viktor Liakh, President of East Europe Foundation

This project is about Ukraine’s future. I am sure that the day'll come when every Ukrainian, regardless of age, gender, residence, and level of education, will be able to communicate freely in English as needed: for work, study, travel, or leisure. At the Eastern Europe Foundation, we have been supporting all the innovative projects of the Ministry of Digital Transformation and its partners for eight years. And this particular project is special, as it's visionary and strategic for Ukraine.
