At Diia. Education we care about the privacy of your data and are committed to protecting it. This Privacy Notice (hereinafter referred to as the “Notice”) is here to help you to understand how your personal data is processed when you're using our website, located at osvita.diia.gov.ua (“Website”).
Please be aware of Mindigital’s powers to implement measures to create and ensure functioning of Diia. Education by reading the Cabinet of Ministers of Ukraine Resolution of September 18th 2019 № 856 "Issues of the Ministry of digital transformation”.
1. Who is responsible for processing your data?
The data controller is the Ministry of digital transformation of Ukraine (ID number 43220851), registered at: 24, Dilova Street, Kyiv, 03150. In this document, we will call ourselves “Mindigital”, "we" or "ours".
The data processor is the state enterprise Diia (ID number 43395033), registered at: 24, Dilova Street, Kyiv, 03150.

You can also send us a paper letter to our mailing addresses mentioned.
2. How do we collect and use data?
You can view our Website without providing your personal data to us. However, we will automatically receive certain technical data when you enter our Website.
2.1. Automatically collected data.
We automatically collect certain data to operate, maintain, and improve our Website. Such data includes:
- Browser and device information: we receive information about the device which you are using (type, model, online identifiers such as IP address, MAC address, etc.) also we receive information about your browser (type, version, language, etc.)
- Usage information: we collect the information relating to the usage of the Website, including your actions on the Website if such actions are present;
- Cookies and similar technologies. We use cookies for analytical purposes and to provide you with the features of our Website. You may disable cookies in your browser settings at any time. Find out more about our use of cookies in section 4 of this Notice.
2.2. Data you give us.
On our Website you may leave some of your personal data. Such data includes:
- contact data: mobile phone number, email address.
- year of birth and gender;
- information about education and professional activity: your area of expertise, level of expertise and occupation;
- residence: region, UTC (united territorial community), settlement.
2.3. Also, when using the IT-studios module on our website, you are authorized using the Integrated Electronic Identification System (id.gov.ua) and receive user status.
In addition to the personal data that this module receives through Integrated Electronic Identification System, we additionally collect information:
- regarding directors and teachers of educational institutions: region, district, UTC, settlement, email address;
- regarding children (from parents or guardians): region, district, UTC, settlement, email address, surname, first name, patronymic of the child, series and number of the child's birth certificate.
3. Why do we use your data?
In this section, we describe the purposes for which your data is used.
3.1. To provide you with access to advanced features of our Website to reach the goal of its creation.
We process your personal data to provide you with access to personal account on our Website so that you can view its pages and see its contents, receive trainings, current and more relevant for your needs information about education series, tests, simulators, guides, webinars, podcasts and events, as well as for certificates’ formation.
Required data for this purpose are mobile phone number, surname and first name. At the same time, you can fill in the other data specified in clause 2.2 of this Notice so that your interaction with our Website is as efficient as possible.
Data on the residence (region, UTC (united territorial community), settlement) are used to provide you with information about current vacancies in your region, to track the effectiveness of separate UTCs in the field of education and to provide transparent reporting and statistics in this regard.
3.2. To improve your interaction with our Website.
We use some of your personal data to improve your interaction with our Website, including: for analysis and statistics, reporting, as well as for the development of new functions of our Websites. The legal basis for processing is a legitimate interest. This kind of processing consists mainly of depersonalized data, hence it has no risk for violation of your rights and freedoms related to privacy.
If you will leave a request on our Website or call the number 1549, we will use that data to provide you with feedback and help with problem solving.
3.3. Updates and news.
If you provide us with your contact data we will send you Diia. Education reports, news and updates. You can always withdraw your desire to receive Diia. Education reports, news and updates by clicking the link in the email or press the buttom “Unsubscribe”. As an alternative you may withdraw your desire to receive Diia. Education reports, news and updates by sending us an email to osvita@thedigital.gov.ua with email topic “newsletter cancelation”.
3.4. Compliance with legal requirements.
We could process certain personal data in order to comply with legal requirements, for instance, exercising of Mindigital’s powers under legislation on our Website.
The information in the IT-studios module is used to create a convenient and modern educational process for all its participants, provide high-quality materials, and track the effectiveness of education.
4. Use of cookies.
A cookie is a file stored on a user’s hard disk containing user information. We use necessary cookies to make our site work. Necessary cookies enable core functionality such as security, network management, and accessibility. 5. How do we share and disclose data?
We do not share and disclose your contact data to any third parties under this Notice.
However, we may share your personal data under the conditions of Safety, Legal purposes, and Law enforcement. We will disclose your personal data to third parties to the extent necessary to:
- comply with a government request, a court order or applicable law;
- defend ourselves against third-party claims;
- assist in fraud prevention or investigation.
In case the transfer of personal data is necessary in other cases under the law, this Notice will be updated on our Website and you will be able to read this information.
6. How do we handle your data?
6.1. Security.
We provide appropriate technical and organizational measures to protect personal data we process and maintain. Particularly, data that we receive is available only to authorized personnel.
If you have a reason to believe that your interaction with our Website is no longer secure, please immediately notify us by contacting us in writing at osvita@thedigital.gov.ua.
6.2. Retention of your personal data.
We retain your personal data for as long as necessary to fulfill the purpose of the data processing in accordance with this Notice. Usually we store your data for a period of 5 years so you can have access to received certificates at any convenient moment for you. If you do not use our Website or interact with us for 5 years, we will remove your personal data from our systems, as we do not store not relevant data. However, we may retain some data for backup and for compliance with our legal obligations.
7. How can you manage your personal data?
If you would like to execute any of your personal data rights such as: access, review, update, rectify, delete, object, restrict or execute your data portability right, you can email us at osvita@thedigital.gov.ua describing your request.
Additionally, we inform you that in case you submit a request for deletion or objection to the processing of personal data, we may request additional data to satisfy such a request in order to avoid mistaken identification. If your personal data is deleted after the satisfaction of the request, you will lose the received certificates and we will not be able to restore them in the event of a request.
In case you are unhappy with how we handle your data, you have a right to lodge a complaint with a supervisory authority, in Ukraine, the role of supervisory authority is performed by the Parliament Commissioner for Human Rights..
8. Do we transfer your data outside of the European Economic Area?
We do not intend to process your data anywhere but in Ukraine or EEA countries. However, circumstances change and we will have to transfer your data to a third country. We will inform you about such a transfer. If such a transfer won’t be necessary for the performance of a contract or the conclusion or performance of a contract concluded in your interest, we will ask for your explicit consent prior to transferring your personal data or inform you about legal grounds for such a transfer.
9. How do we update this Notice?
Ukrainian law and our practices may change over time. If we decide to update our Notice, we will post the changes on our Website. If we materially change the way we process your personal data, we will provide you with prior notice, or where legally required, request your consent prior to implementing such changes, if they are not predicted by law.
