"Open Data Basics" is a practical introduction to open data for those who want to learn to find, analyze, and use data for professional, business, and civic purposes. It explains what open data is, how the open data infrastructure works in Ukraine and globally, where to find reliable sources, and how to use them effectively.
The course covers:
• legal foundations of open data and access to public information in open-data format;
• sources of open data in Ukraine and internationally;
• concepts of machine-readability, data structure, and data quality;
• basic methods for data processing and automation;
• hands-on work with open data portals, public registers, and APIs;
• use of artificial intelligence to create, process, and analyze open data.
The educational series was created for the Diia.Education platform by the NGO Data Journalism Agency (Texty.org.ua), in cooperation with the Ministry of Digital Transformation of Ukraine, within the framework of the interregional project "Promoting Good Governance and a Positive Business Climate in the OSCE Region through Digitalization and the Use of Open Data", implemented by the Office of the OSCE Coordinator of Economic and Environmental Activities.
